2012 CALL FOR CONCEPT PROPOSALS

The Philippine Tropical Forest Conservation Foundation Inc. (PTFCF) is seeking concept proposals from qualified individuals, organizations and institutions throughout the Philippines. Proposed projects must deliver measurable results that have a direct impact on conserving remaining natural forests.

    A.   Technical Scope and Illustrative Eligible Activities

 The eligible activities are the ff

    1. Establishment, restoration, protection and maintenance of parks, protected areas and forest reserves including nursery development and seedling production of Philippine native plants.
    2. Development and implementation of scientifically sound systems of natural resource management including land and ecosystem management practices within critical watersheds, municipal or communal forests, areas covered by tenurial instruments such as CBFMAs and forested areas within ancestral domain.
    3. Training programs to increase scientific, technical and managerial capacities of individuals and organizations involved in forest conservation efforts, as integrated in the proposed forest conservation programs or projects.
    4. Restoration, protection or sustainable use of diverse animal and plant species.
    5. Research and identification of medicinal uses of tropical forest plant life to treat human diseases, illnesses and health related concerns.
    6. Development and support of the livelihoods of individuals living in or near a tropical forest in a manner consistent with protecting such a tropical forest, integrated with other components of the proposed project.
    7. Coastal forest resources management and protection including combating illegal logging and developing sustainable community-based enterprises. Priority will be given to projects that aim to protect remaining natural beach and mangrove forest, as well as projects that aim to revert back to mangroves abandoned, undeveloped and underutilized (AUU) and cancelled fishpond lease agreement (FLA) areas.

    B.   Submission Requirements

           Interested proponents should submit a hard copy of the concept proposal and attachments to the PTFCF office at Unit 11-1 VGP Center (former Manila Bank Building), 6772 Ayala Avenue, Makati City. The electronic copy of the concept proposal should be sent to ptfcfconcept@gmail.com Deadline of submission is January 17, 2012. PTFCF will continue to accept proposals after the deadline. However, approval and fund support will be contingent on available grant funds. Documents sent in by mail or courier must be postmarked not later than January 17, 2012.

     C.   Concept Proposal

           The concept proposal should contain the information below:

  1. Concept proposals (must not exceed for (4) pages A4 bond paper, font size: 12, font style: Times New Roman)
  2. Activity and Budget Plan (must not exceed three (3) pages A4 bond paper)
  3. Proponent Profile (must not exceed two (2) pages A4 bond paper)
  4. Attachments (such as maps of the proposed project site, endorsements, copies of management plan and copies of awarded tenurial instruments.

      D.  Financial Scope and mode of support

           

    1. Area grant
      The maximum Area grant per project per year is Two Million Pesos (PhP 2,000,000). Budget allocation for personnel services should not exceed 25% of the total project cost and 10% for administrative costs. PTFCF will look favorably on cost-sharing and counterpart contribution.

      The PTFCF considers multi-year projects (at most three years), depending on the project components and activities necessary to achieve the objectives. However, PTFCF will release funds on an annual basis. Continuation of funding support is contingent on the evaluation of outputs for the current project period.
    2. Partnership grant
      Grants that support projects by organizations and institutions (i.e.corporate foundations, chambers of commerce or specific industry chambers and funding institutions) that seek counterpart funding (either complementary or supplementary) from PTFCF. Activities to be funded must be within the scope of PTFCF mandate and an eligible activity.

       E.   Eligible Institutions

              The following types of organization and institutions are eligible:

    1.  Non-governmental or community-based environmental, forestry, conservation, developmental,, educational and indigenous people organizations active in the Philippines;
    2. Economic, scientific, educational, social and professional organizations;
    3. Other appropriate forest related entities active in the Philippines;

Corporate foundations, chambers of commerce or specific industry chambers are invited to engage in partnerships rather than apply for grants from the Foundation. Except under exceptional circumstances as determined by the PTFCF Board, national and local government agencies and State Colleges and Universities (SCUs) of the Republic of the Philippines are not eligible as project holders or proponents.

PTFCF discourages multiple proposals from single proponents. Organizations with a national scope i.e., large non-government organizations or federations, should encourage their local partners to submit proposals. Second or subsequent proposals from current PTFCF grantees maybe considered contingent on the delivery of results of the current project.

        F.     Evaluation

                The selection of projects for funding is a competitive process. Initial evaluation will be done through the concept proposals and those considered will be notified and asked to prepare a full Project Proposal, the requirements for which will be available at the PTFCF website.

     Criteria used for the evaluation include:

    1. Compliance with the Call for Concept proposals;
    2. Project site (conservation value, level of threats, manageability);
    3. Direct impact on forest conservation or on the identified area;
    4. Sustainability of action;
    5. Consistency/coherence of objectives, methods and outcome;
    6. Stakeholder engagement including linkage with mandated institution and organizations;
    7. Cost effectiveness; 
    8. Past performance or previous similar experiences.
